“During the Birmingham City Council Meeting on Tuesday, May 21, 2013, Council:

1. Approved as amended an Ordinance to regulate towing and vehicle immobilization services within the City, to create licensing requirements, general operating standards for towing and vehicle immobilization services, and limit fees charged to the public for non-consensual towing and vehicle immobilization; to repeal Ordinance No. 04-96, creating Title 12 “Licensing and Regulation,” Chapter 19, “Vehicle Immobilization Services” and Title 17, “Wrecker Services”, Article B, “Wrecker Permits” And Article C, “Driver’s Permits”, of the General Code of the City of Birmingham, 1980, and substitute a new ordinance in lieu thereof. 2. Denied a Resolution approving the agreement with Magic City Smooth Jazz, Birmingham, in an amount not to exceed $25,000.00, to provide and host promotional, marketing, and other management services for the 2013 Jazz in the Park Series in seven (7) Birmingham area parks and authorizing the Mayor to execute the agreement on behalf of the City. 3. Approved an Ordinance authorizing the Mayor to execute an agreement with the Birmingham-Jefferson County Transit Authority (the “Authority”) under which the City will convey certain property located on Morris Avenue between 18th and 19th Streets North and contribute an amount not to exceed $101,840.00 to satisfy the Authority’s remaining federal interest to the Federal Transit Administration in order to implement plans to construct and operate the future Birmingham Intermodal Facility to be constructed in a multi-block area that lies between 19th and 16th Streets, North, Birmingham. 4. Approved an Ordinance extending for six months, ending December 19, 2013, the moratorium on the issuance of a business license for any enterprise whose primary business activity is the making of Payday Loans or Payday Advances or the making of a Car Title Loan, to allow the City additional time to develop a plan which will examine lawful alternatives with respect to limiting and discouraging the proliferation, saturation and clustering of Payday Loan/Title Pawn Loan businesses within the City through zoning regulation and to provide additional time for the City’s elected officials to communicate and work with members of the Alabama Legislature to develop and support legislation to be introduced in the 2014 legislative session to further regulate these businesses. 5. Set a public show cause hearing on June 11, 2013 to consider the possible revocation of the business license(s) issued to Steven Eric Jackson, Jr., d/b/a Club Rave, L.L.C., 1709 – 1st Avenue North, Birmingham. For more information, contact the office of Councilor Johnathan Austin at 254.2678.

6. Set a public show cause hearing on June 18, 2013 to consider the possible revocation of the business license(s) issued to Magic Touch, Inc., d/b/a Bali Spa, 9533 Parkway East, Birmingham. For more information, contact the office of Councilor Johnathan Austin at 254.2678.

7. Set a public hearing July 2, 2013 to consider the adoption of an Ordinance “to amend the zoning district map of the City of Birmingham” (Case No. ZAC2013-00007) to change zone district boundaries from R-3 Single Family District, “Q”B-2 Qualified General Business District, “C”B-2 Contingency General Business District and “C”M-1 Contingency Light Industrial District to M-1 Light Industrial District, filed by Robert Morgan, representing the owners, Birmingham City Schools and Leroy Burton II, for property generally located at 6434 – 1st Avenue North, and situated in the SW¼ of Section 15, the SE¼ of Section 16, and the NE¼ of Section 21, all in Township 17 South, Range 2 West, Birmingham. 7. The Planning and Zoning Committee is scheduled to meet on Tuesday, May 28, 2013, 4:00 p.m., 5th Floor Engineering Conference Room.

8. Council will hold a Budget Hearing on Thursday, May 30, 2013, 4:00 p.m., in Council Chambers. Open to the public, Council will hear budget requests. To address the Council you must sign-up on the 3rd Floor of Birmingham City Hall, in front of the Council Chambers, 30 minutes prior to the meeting. Council received the Mayor’s Proposed Fiscal Year 2013 – 2014 Budget during the May 14, 2013 Birmingham City Council Meeting.

9. The Economic Development Committee is scheduled to meet on Monday, June 3, 2013, 12Noon, Conference Rooms “D & E”.

10. The Transportation and Communications Committee is scheduled to meet on Wednesday, June 5, 2013, 12:30 p.m., Conference Room A.

11. The Joint Public Safety and Technology Committee is scheduled to meet on Wednesday, June 5, 2013, Council Chambers.
